Mizuho’s Europe, Middle East and Africa (EMEA) regional coverage is headquartered in London, where our two primary UK operating entities (Mizuho International plc and Mizuho Bank, London Branch) are based. Mizuho EMEA has a further headquarters in Amsterdam, where Mizuho Bank Europe (MBE) is based, and also has a presence in the Middle East including the UAE and Saudi Arabia. Corporate function services are provided to these entities and branches from our London based service company, Mizuho EMEA Corporate Services.

 

Mizuho has recently gone through a period of transformation towards a Corporate and Investment Banking model, whereby our banking and capital markets businesses have become more closely aligned. In parallel to this initiative, we have re-organised our European footprint to establish the universal bank MBE, based in Amsterdam (with branches in Frankfurt, Paris and Madrid). The majority of Mizuho’s staff in the Middle East are in Dubai, with smaller numbers in other locations.

 

The Compliance Department is an independent function that identifies, assesses, advises on and monitors compliance risk. The Compliance Department exists to support relevant Mizuho entities by enabling them to conduct business lawfully, in accordance with regulatory requirements and with integrity. The Compliance Monitoring function will be one team sitting within the overall Compliance Department, with responsibility for conducting in depth business and thematic reviews in accordance with the annual Compliance Plan. Overall responsibility for EMEA regional Compliance rests with the London-based Regional Chief Compliance Officer (RCCO).  The Head of EMEA monitoring will also work closely with a senior Head Office representative who also reports to the RCCO together with a direct reporting line to Mizuho Bank Compliance in Tokyo.

 

We are looking to engage a permanent head of the Monitoring team who will provide direction to the team and will help drive the extension of the Monitoring team’s remit towards EMEA wide coverage.

 

This role has important responsibilities in helping to ensure the Compliance Department effectively discharges its responsibilities.

 

Duties and Responsibilities

  • You will assist, in conjunction with Compliance management in London, Amsterdam and Dubai, with the planning of the Department’s annual business and thematic monitoring programme, testing and quality assurance work incorporating the requirements of local businesses and regulations as well as Head Office in Tokyo.
  • You will review and update as required the Monitoring function’s methodology and procedures.
  • You will manage the delivery of this programme, including:
    • planning and conduct of individual reviews in accordance with the annual compliance plan;
    • identification of key risks in relation to selected regulatory compliance and business activities (including AML, sanctions, and markets issues);
    • construction of monitoring, testing and quality assurance plan in relation to assessed risks;
    • liaison with business staff, collection and review of evidence, ensuring documentation of work performed;
    • discussion of findings with business management and senior Compliance staff;
    • preparing and overseeing preparation of reports in respect of reviews conducted.
  • You will manage and co-ordinate the work performed by other members of the function and will mentor junior colleagues, line managing a team of c.10 staff.
  • You will help to monitor progress in respect of actioning of review findings.
  • You will assist in the preparation of reports regarding the monitoring programme to the firm’s executive and board committees.
  • You will maintain good working relationships with Compliance colleagues, business management and other control functions.
  • There will likely be occasional requirements to travel intra-week to other Mizuho offices in Europe (Amsterdam, potentially Paris, Madrid, Frankfurt) and the Middle East (Dubai, potentially Riyadh).

 

Qualifications, Skills, and Experience

  • Bachelors Degree or equivalent
  • Accounting / Compliance / Legal / Regulatory qualification and experience
  • Managerial experience within an audit or consultancy practice or Investment / Commercial Banking Compliance Department
  • Demonstrable experience of developing and conducting control reviews to a high standard
  • Understanding of UK / EU regulatory regime and an ability to apply that knowledge.
  • An understanding of internal control structures within Investment / Commercial banks.
  • Ability to communicate, influence and present findings in a collaborative manner
  • Foster the spirit of teamwork and cohesiveness across the team
  • Strong line management skills, and an ability to motivate, inspire and develop staff
